BOGGS TOWNSHIP – A Philipsburg man is being charged for allegedly sexually assaulting a 5-year-old girl.

James R. McClelland, 22, is charged by Clearfield-based state police with involuntary deviate sexual intercourse-forcible compulsion, involuntary deviate sexual intercourse with child and aggravated indecent assault-complainant less than 13 years old (two counts), all felonies.

In addition, he’s charged with indecent assault-person less than 13 years of age (two counts) and indecent assault-without consent of other (four counts), all misdemeanors.

The charges stem from incidents that occurred between Feb. 1 and March 1 at a Boggs Township residence, according to the affidavit of probable cause filed with the office of Magisterial District Judge James Glass.

State police say McClelland had inappropriate sexual contact with the victim multiple times and on May 14, a forensic interview was conducted with her at the Child Advocacy Center of Clearfield County.

The victim said McClelland touched her with his “dirty hands,” and when she stated that she didn’t like it, he replied “I don’t care.”
