Williams: Clearfield Municipal Authority Experiencing Increase in Theft of Services

CLEARFIELD – Clearfield Municipal Authority rescheduled its regular monthly meeting to Monday night. Manager John Williams provided highlights from the meeting.

The authority is experiencing a larger than usual amount of theft of services. Board members discussed ways to track the thefts and Williams noted that they do have some in place at the meters where they can see if pipes are empty, if there has been tampering done with the meters, etc.

The authority will be looking into ways to prevent and also recoup costs, including a fine structure as one of the options. This is in addition to reporting the thefts to the police.

A plan to map the system with GIS has been stalled due to weather. Williams said they hope to get back on track soon with improving weather conditions.

Last month the board awarded the bid for the Mount Joy Pumping Station to S.E. Construction of Marion Center. This month the contractor was given notice to proceed.

The manager and engineer will need to meet with the contractor to go over a few items.

The Pine Grove water main project is moving along and the pump station is scheduled to arrive mid-April. The company providing the telemetry system for the pump station has already been doing work on the current system in order to be prepared to bring the new system online with little trouble.

A new security system was installed at the plants, with a dialer that not only makes calls to those being alerted, but will also send text messages.

Finally, the board approved a stand-by generator for the No. 2 lift station. The cost is $20,100 and is purchased through the state’s co-op buying program COSTARS.

The generator features an automatic transfer switch. CMA employees will do the installation work.
