Notary Accused of Withholding Payments from PennDOT

DUBOIS – A local notary has been accused of withholding more than $16,500 from the Pennsylvania Department of Transportation between March 31, 2016 and July 7, 2017.

Heather N. Woodel, 33, has been charged with one count of theft by failure to make required disposition of funds; 99 counts of bad checks; and 221 counts of summary notary violations through the magisterial district court in DuBois.

According to a news release issued by Trooper Chad D. Ryen, Woodel accepted customers’ payments at Ace Notary Services, DuBois The payments were for Pennsylvania vehicle titles and registrations.

Woodel failed to submit the money and paperwork to PennDOT within 20 days, as required. As a result, customers didn’t receive their vehicle titles and or registrations. Once paperwork was submitted, it was accompanied by bad checks written by Woodel, state police say.

Woodel allegedly withheld a total of $16,507.16 from PennDOT.
