DUBOIS – At its meeting Monday night, the Sandy Township Supervisors voted to approve the conditional use for Fremer Reclamation Inc., Steve Gertz and J.M. Delullo Stone Sales Inc. for excavating sandstone and possibly clay.
The approval is contingent on a series of conditions:
- Before work begins, the three parties need to provide Sandy Township written proof that the Pennsylvania Department of Environmental Protection’s regulations, permits and bonding requirements are fulfilled.
- The project must remain in compliance, and the township must be regularly notified of the same.
- A restoration plan for the site will need to be submitted to the township even if the DEP or similar authority doesn’t require one.
- The site will comply with the distance requirements: 100 feet from property lines or roads unless under the same ownership, 150 feet from water wells and 300 feet from houses, schools, hospitals and other residential structures.
- There must be water monitoring and pre-blast surveys within 2,000 feet of any of the operation spots.
- Sandy Township is to be notified at least 48 hours in advance of any blasting, and of any changes to the blasting schedule.
“These are taken directly from the township ordinance, except the last two,” said Township Solicitor Greg Kruk. Kruk added that the last two requirements were still allowed by law.
“Do we have hours of operation set?” asked Supervisor Mark Sullivan.
Kruk said there hadn’t been any discussion of setting hours in either the ordinance or in previous discussions. Supervisor Dave Sylvis explained that usually the township does, but not in this case, as the site is away from the city limits and people.
The supervisors voted unanimously to approve the permit.
Township Manager Dick Castonguay reported they had received more liquid fuel funds than originally anticipated during the budget process. Specifically, he said they’d received more than $23,000 between Clearfield County and PennDOT.
The annual spring cleanup has been scheduled for May 17- 18 at the municipal authority. The township will be able to accept electronic devices this year.
