WILLIAMSPORT – A total of 13 out of 18 suspected cocaine and heroin dealers have been arrested after agents from the Attorney General’s Bureau of Narcotics Investigation conducted a street-level sweep today in Lycoming County. The remaining suspects are being sought by state and local officers.
Attorney General Tom Corbett announced that the arrests were the first organized effort since the Attorney General’s Office took control of the Lycoming County Drug Task Force in March 2007.
Corbett said the arrests are the result of a five-month long investigation into the alleged street-level drug dealing in Lycoming County, specifically in the Williamsport area. More than half of those arrested are from Williamsport, while other local suspects are from Jersey Shore,
“Today’s arrests not only put street-level dealers and users out of business; they send a clear message to upper-level dealers operating in major cities,” Corbett said. “If you bring your drugs to Williamsport you will be held accountable.”
During the course of the investigation, undercover agents and confidential informants made a series of controlled purchases of crack cocaine and heroin throughout Williamsport. A total of 14 undercover hand to hand buys were made by BNI agents totaling 1.78 ounces of cocaine and 4.67 grams of heroin.
“These arrests are part of an ongoing effort to target local street-level drug dealers along with the mid-and upper-level drug suppliers, who are feeding the drug demand in Lycoming County,” Corbett said. “Until we can cut the demand for drugs in our towns and cities, we will keep making arrests and continue street-level investigations.” Corbett said.
Corbett noted that drug information received on the drug hotline established by the Lycoming County Commissioners has been extremely helpful in identifying drug activity in the county. The defendants will be prosecuted by Lycoming County District Attorney Michael Dinges’ Office.
Corbett thanked the Lycoming County District Attorney’s Office, Lycoming County Commissioners, Hughesville, Jersey Shore, Montgomery, Montoursville, Muncy Borough, Muncy Township, Old Lycoming Township, Porter Township, Williamsport City and State College Police Departments for their assistance with the case.
A full list of the defendants and the charges against them is below.
–Philip Brooks, 24, Jersey Shore, is charged with one count each of possession of marijuana, possession with the intent to deliver marijuana, delivery of marijuana, possession of drug paraphernalia and criminal use of a communications facility.
–Matthew Ciccarelli, 19, Williamsport, was previously arrested and charged as a result of this investigation with two counts each of delivery of marijuana, possession of marijuana, possession of drug paraphernalia and criminal use of a communications facility.
–“Mitch” Doe, Williamsport, is charged with two counts each of delivery of heroin, possession with the intent to deliver heroin and criminal use of a communications facility.
–John Drummond, 24, Williamsport, is charged with one count each of possession with the intent to deliver cocaine, delivery of cocaine and criminal use of a communication facility.
–Althea Gains, Williamsport, is charged with two counts each of possession of cocaine, possession with the intent to deliver cocaine, delivery of cocaine, criminal use of a communications facility and criminal conspiracy.
–Jerry “M” Horton, 29, Philadelphia, is charged with one count each of possession of cocaine, possession with the intent to deliver cocaine, delivery of cocaine, criminal use of a communications facility and criminal conspiracy.
–Sean Laury, 30, Williamsport, is charged with two counts of possession with the intent to deliver cocaine and one count each of delivery of cocaine and criminal use of a communications facility.
–Juan Maggs, 40, Williamsport, is charged with two counts of criminal use of a communications facility and one count each of possession of cocaine, possession with the intent to deliver cocaine, delivery of cocaine, possession of drug paraphernalia, criminal attempted delivery of cocaine, criminal solicitation, theft by deception and receiving stolen property.
–Ramone, McCray, 26, Williamsport, currently incarcerated in the Centre County Prison, is charged with one count each of possession of cocaine, possession with the intent to deliver cocaine, delivery of cocaine, criminal use of a communications facility and criminal conspiracy.
–Dawn Milheim, 40, Williamsport, is charged with two counts each of possession of heroin, possession with the intent to deliver heroin and delivery of heroin and one count criminal use of a communications facility.
–Anthony “Conan” Miller, 37, Williamsport, currently incarcerated in the Centre County Prison, is charged with four counts of possession of cocaine, possession with the intent to deliver cocaine and delivery of cocaine, two counts of criminal conspiracy, and one count each of possession of heroin, possession with the intent to deliver heroin, delivery of heroin and criminal use of a communications facility.
–Antonio “Montana” Peterson, 40, Williamsport, is charged with two counts each of delivery of cocaine and criminal use of a communications facility and one count each of possession with the intent to deliver cocaine and criminal conspiracy.
— Shariff “Reef” Rainier also known as Shariff Broadnax, 22, Williamsport, is charged with two counts each of possession with the intent to deliver cocaine, delivery of cocaine and criminal use of a communications facility.
–Tammy Jo Sheaffer, 28, Williamsport, currently incarcerated in the Centre County Prison, is charged with four counts of criminal conspiracy, three counts each of possession of cocaine, possession with the intent to deliver cocaine, delivery of cocaine, criminal use of a communications facility and criminal conspiracy and one count each of possession of heroin, possession with the intent to deliver heroin and delivery of heroin.
–“Stacks” Doe, Williamsport, is charged with two counts each of delivery of cocaine and possession with the intent to deliver cocaine and one count of criminal use of a communications facility.
Additionally, two Juvenile subjects from Jersey Shore are charged with violations of Act 64.
