Duct-Taped Dog Incident Gets Ugly

PHILIPSBURG – On Monday at 3:15 p.m., a 37-year old Locust Street, Philipsburg woman reported to Pennsylvania State police that someone duct-taped her dog’s snout.

About 45-minutes later, the woman became involved in an argument with a 12-year old Philipsburg boy over a previous incident on Locust Street. During the argument, the woman grabbed and shoved the boy. The boy then shoved and punched the woman. Then, a 16-year old Philipsburg boy arrived and shouted obscenities at the the 12-year old.

It was unclear from reports whether the second incident was tied to the first incident.
