August 27th, 2008 DEP Fines Junior Coal Contracting for Illegal Waste DischargeWILLIAMSPORT – The Department of Environmental Protection has fined a Philipsburg, Centre County, company $4,150 for illegally discharging industrial waste to Moshannon Creek and a wetland at its coal unloading facility in Decatur Township, Clearfield County.
“An inspection by DEP in early March revealed that Junior Coal Contracting Inc. had allowed an undetermined amount of oil to discharge from an area near two oil storage tanks into Moshannon Creek, the ground, and a nearby wetland,” said DEP Regional Director Robert Yowell, noting that such an industrial discharge is a violation of the state’s Clean Streams Law.
Junior Coal Contracting also failed to conduct stormwater sampling and send the results to DEP, which violated its discharge permit. The company has addressed the problem and now has a permit from DEP’s mining program to cover its coal storage pile and associated equipment.
The $4,150 fine was paid to the Clean Water Fund, which is used to help pay for cleanups across the state.
