California mom arrested for kidnapping her 1-month-old baby

Stockton, CA, United States (4E) – A 31-year-old California woman was arrested Monday on charges of abduction after she walked out with her one-month-old infant daughter from an unsupervised visit at the Child Protective Services offices.
Stockton police reported that Shantesha Fluker, who does not have legal custody of her baby daughter, Tierra Vaughn, came to the office on Monday morning and took her baby.
Authorities found the unharmed infant and her mother before 10 p.m.
The mother was immediately taken into custody and the little girl is in the care of CPS.
An interview by CBS Sacramento on the baby’s family revealed that Tierra Vaughn was taken away from her mother right after birth because the baby was positively tested for methamphetamine.
The family added that the mother had threatened to kidnap the baby.
CPS said that it is not their policy to prevent parents from taking their kids because it puts the child in danger.
