North Carolina mom arrested for giving 11-year-old daughter tattoo

Pamlico County, NC, United States (4E) – A North Carolina mother has to appear on court next month after being arrested last month for using her own tools to give her 11-year-old daughter a small tattoo.
Investigators reported that Odessa Clay, who sported several pieces of body art, said that her daughter had asked for the tattoo, a small heart located near her shoulder.
Clay admitted that she didn’t realize it was illegal to tattoo someone under 18, even with parental permission.
She also added that an ex in-law reported her to the police after she filed a complaint against her daughter’s paternal grandfather.
