WEST DECATUR – A letter from Gannett Flemming of Harrisburg to the Department of Environmental Protection outlined Boggs Township’s concerns with the proposed Camp Hope Run Landfill in Boggs Township.
Boggs Township Supervisor Chairman Bill Dixon read the six-page letter at Monday’s meeting, signed by Robert Hasemeier, the township’s engineer with Gannett Flemming.
Among the 12 concerns are issues with sewer and water hookups, a need for street signs and a desire for community-landfill interaction.
“We believe that many of these concerns associated with the location of the proposed landfill in Boggs Township can be mitigated, or transformed, into a ‘win-win’ situation for all of the stakeholders, including some of our neighboring townships,” Hasemeier’s letter read.
“We do realize that many of these concerns go beyond the requirements of PA DEP’s regulations but are expressed here to provide a forum for addressing our citizens’ concerns that result from having a landfill as a neighbor.”
The 12 concerns are:
1. Sewer and Water
2. Street Sign/Marking/Lighting Plan
3. Garbage and Curb-Side Recycling Pickup and Garbage Truck Purchase
4. Yard Waste Processing
5. Community Meeting Center
6. Zoning
7. Sewage Sludge Disposal
8. Transportation Concerns
9. On-Site Acid Mine Drainage Investigation/Remediation
10. Leachate Migration from Forest Lawn Site
11. Contingency Plan for Stressed Vehicles
12. Community/Landfill Interaction
Hasemeier closed by saying, “We look forward to working with PA DEP and PA Waste (the company with plans to build the landfill) in discussing these issues to make this project a beneficial venture for all parties involved.”
In addition, the Host Municipality Agreement signed by the Boggs Township supervisors prohibits the township from interfering with or opposing PA Waste’s permitting, re-permitting or permit modification activities and requirements, etc., for the proposed landfill.
“The township does expect PA DEP and PA Waste to investigate and respond to the concerns that are discussed throughout this letter.”
